On the 17th December 2006, the law relating to the acceleration of planning procedures for infrastructure projects ("lnfrastrukturplanungsbeschleunigungsgesetz") became effective. This law is meant to simplify the planning and realisation of different infrastructure projects, for instance grid lines. In connection with this, responsibilities for infrastructural developments were reorganised. Vattenfall Europe Transmission GmbH is now responsible for all the grid lines of offshore wind farm projects in the whole German Baltic Sea. Vattenfall Europe Transmission GmbH therefore engaged OECOS GmbH as well as the Institute for Applied Ecology (IfAÖ) to develop an objective medium and long-term forecast of the development possibilities for the offshore wind energy use in the German Baltic Sea.
The first task, which was carried out by OECOS, was the investigation and representation of the medium term (2015) and long-term (2025) conceivable technical development possibilities for offshore wind farms. The results constituted an important piece of information to assess the OWP maximum capacity performance, respectively possible for forecast dates of 2015 and 2025.
