Determination of the potential for repowering outside the suitability areas for wind energy use in Schleswig-Holstein
In Schleswig-Holstein wind energy use is allowed outside the dedicated suitability areas only in the context of a regional planning exception. In this case the compliance with distance recommendations is obligatorily. It the main question of the project, if and how far a concentration of the repowering of old wind energy converters is possible outside the dedicated suitability areas. OECOS GmbH was engaged to assess the potential for repowering outside the suitability areas. This assessment was done very detailed (building level) and statewide. Recommendations were made on further procedures. The results are presented in text, tables and GIS maps.
At first the complete stock of windenergy converters in the federal state Schleswig-Holstein was identified from several independent databases and digital databases of the topography were prepared. 2 Repowering scenarios with different new plant heights were worked out, since different heights afford different distances from certain objects and uses. Non-conflicting plant locations were determined by overlay method, buffering the prevailing distance demands (without individual case consideration). Furthermore the proportionate restriction effect of the current distance criteria was determined and suggestions were worked out for a reassessment of the current distance criteria.
