Conservational and environmental requirements in the extension of the spatial planning regime on the German Exclusive Economic Zone

The marine environment has been used for a long time by navigation and fishing for a long time. Today there is a structural change: grit, oil and gas exploration, airforce and navy, completed by new uses like offshore windfarms and maricultures take over the lead in marine usage structures. The analysis of the present uses in the German EEZ shows a lot of conflicts and spatial competitions. Until now assessments of the different spatial interests were made with a regard to concrete projects (e. g. offshore wind farms). The necessity to steer marine uses by environmentally orientated spatial planning is more than obvious.
With the amendment of the ROG (Raumordnungsgesetz) the demand of a control of spatial uses in the EEZ is picked up. A spatial planning strategy in the EEZ has to integrate as a central part the protection of the marine environment. For a successful and effective formal procedure it is necessary to define conservation objectives within the 12 miles zone and the EEZ. Furthermore it needs methods and procedures with which conservation objectives can be integrated into development planning. The OECOS team is working on these subjects within the general R&D framework.
